Why is Jay-z so overhated in this section?

I'm not into jay-z at all so i dont have an opinion but i just watched
the arguement behind MTV's greatest MCs of all time and they were
arguing so hot on Jay-z. I wanna know why hes so overated in this
section OR why is he #1 to MTV.
